Symptoms

 

For the mobile test results I collected, I find out that the machineID for a particular IP swings over time. For example, for the New York machines:

Each machine ID is mapped to one carrier, and this particular machine is mapped to 5 different machine IDs. Though all those machine IDs belong to New York peers, however, they are each a different carrier.

 

Solution

Those peers located in New York are all in the same physical location. Each one has a phone attached to it and uses a specific carrier. As the separate private IP address associated with each peer is not routable over the Internet, we use one Public IP address for all of them using NAT (network address translation). That's why they all use the same IP address.
