I'm using Dynatrace Managed and create tenant with API.

How do I set
the Transaction storage retention andTransaction storage of a tenant using API ?

This is currently not possible. We are working now on the Environment REST API. First version as a early adopter release will be available in version 184 - that will allow you to create environment but not update these settings yet.
