Reason being is that the metrics reside in their given tenants. For example If you have EasyTravel and NotSoEasyTravel, Alerts will be defined at each tenant level. If you make a Single Pane of Glass/Communal dashboard, its only ingesting the values in, and not formulating as a metric per say in the dashboarded environment.
