Lets say within my one dashboard I have multiple pieces. Is there a way to link to parts of the board using the markdown tile so it just jumps me to that piece of the board?

No, it's not possible. You can create multiple dashboards and then linked them using a markdown. Instead of opening a new browser tab you can use something like this:
