Tagging support for Notebooks and Dashboards

Dashboard Classic had support for tagging to make filtering dashboards easier. This functionality is missing from the new dashboard experience. This functionality should be extended to notebooks as well to provide a consistent experience in large organizations multiple multiple shared dashboards and notebooks.
