In gen2, the timeframe of the chart are displayed in 24-hour format:

In gen3, however, the timeframe is displayed in 12-hour format. Is it possible to choose the time format as I wish?

Time format is based on your browser settings (based on browser locales).
Timezone (if needed) can be set in your user preferences and on the environment (in account management).

I have checked the browser settings but do not see any time format related setting. I have checked in account management and do not see any time format related settings either.

This is not Dynatrace specific.
If you want a 24-hour format, I recommend switching to "English (United Kingdom)" instead of "US English" as US has a 12-hour time format.
