1) the Dynatrace managed offers integrations to allow leverage AWS RDS Performance insight Data, to gain deeper insights into the database performance.

2) the Dynatrace managed can setup "Monitoring on Aurora Postgres performance via the EF2.0 extension framework."

Yes, Dynatrace integrate with AWS Performance insight on deeper insights on db performance monitoring is what we are looking for.
We have Dynatrace Managed version 1.310.83, can you please advise if something we can implement for adding monitoring top queries and fatching Execution plan for PostgreSql ?

Limitations

Execution plan details:

Only available to SaaS users with DB App installed
Execution plan can only be fetched from the database where dynatrace.dynatrace_execution_plan function has been created.
