Is it possible to Turn On/ Off dynatrace feature based on usage

There is cost applicable for every features of Dynatrace based on usage(
e.g. 1. Digital Experience Monitoring - >RUM -> Per Session / Per Session replay capture).

2.Automation - Automation Workflow -> Per workflow / hour s

Is it possible to Turn on/ Off an feature if its usage goes beyond threshold???

Here end goal is to save cost when DT's features is not use

No. But alternatively, you can disable/enable the features when not in use manually.

Or set the % of data capture to control the cost effectively.

E.g.

RUM monitoring.

Suggestion - Saving cost is the goal then would suggest you to check Dynatrace DPS model for license.

Licensing costs are calculated based on your environment's consumption of Dynatrace capabilities

Check with your Dynatrace sales for further details.
