If 10 locations are selected for synthetic, then several locations are unavailable and an alarm is generated

If I understand correctly, all locations are unavailable by default and an alarm is generated.

By default, the option 'Generate a notification if any ActiveGate or the entire private location is unavailable' is enabled.

That said, I chose AG for 10 public locations, and if there is a problem with one of them, there will be Problems

It's not an option for customers to alert on public locations. It's very rare for them to have issues or be unavailable. If they are we will report it here: https://dynatrace.status.io/
