Could You please provide some more info about what and where You want to create?

Dynatrace have plenty of predefined views that aren't or shouldn't be editable. There are some specific areas where You can use/create custom view, like extensions. It's hard to answer Your question without more details.

Currently, you can't customize Dynatrace view. However, soon with AppEngine you'll be able to create your own apps and data views. The link you've provided is our design system, which you can download from GitHub: https://github.com/dynatrace-oss/barista in order to use it in your own applications and services to keep the UI and UX Dynatrace-style.
