Do we have any reference Document or steps that will explain to us how can we provide “read only access on all OIDs to a user” for the SNMP device

@Abidyaseen - If I understood your question correctly, you might need to set a read-only community string on the device to read the OID's via SNMP

Here are the steps for a Cisco device as an example

It will be bit different if you are using SNMPv3

Yeah, SNMP is just a protocol to make the data available. How to configure authentication etc... will depend on the particular technology/device.
