In the documentation it is possible to configure up to 10 different Custom ip detection rules

Customize IP address detection for web applications — Dynatrace Docs

But it seems this is only possible on an environment level.
This makes it possible for users to just spoof IPs adding a header to all their requests (x-forwarded-for for example)

Is it possible to override this for specific RUM applications (agentless)

As of now there is no API offered by Dynatrace to override the environment limits.
You can reach out to Dynatrace product expert via chat for confirmation regarding raised point.
