Conversion Goals setup without "order confirmation" page load, just the web service call response

How to setup Conversion Goals where there is no "order confirmation" page load, it's just the web service call response?

I can create request attribute first for the web service but how can I add it into the conversion goal.

Is there a particular action where there is a order confirmation? You could report on the count of how many time the page showed up then just subtract to get the number of users and % that didnt get that page.
