Synthetic monitor would fail stating the following,

Lets keep your account secure

We'll help you set up another way to verify it's you.

This prompt appears when Cloud based ActiveGate is used for monitoring where the application has content based access control.
In my case my server is hosted on Azure and it caused the issue.

To resolve this:

Open Virtual network

Find your application network

Expand Settings ->Service endpoints

Delete Microsoft.AzureActiveDirectory

Save the settings

Now perform ondemand test and it should work without prompting the issue.
