I have valid roles on ServiceNow account but I get error message on test incident as follows:

How can I resolve it ?

it sounds like you might need to enable the connection on the Service Now side: https://www.dynatrace.com/support/help/shortlink/servicenow#configuration-in-servicenow then you can use the Dynatrace UI for the integration. I hope this helps
