Application Process Unavailable (unexpected) - Incident Email does not trigger for one of the two servers

We installed Dynatrace in two identical servers connected to the same System Profile. We restarted the application just to chek if the OOTB alerts are being sent. We found that the "Application Process Unavailable (unexpected)" - Incident Email does not trigger for one of the two servers. Based on the other answers in the forum we found that since this is a manual restart, it is considered as "Application Process Shutdown". We turned that ON and tried restarting the servers This time we got an alert for "Application Process Unavailable (unexpected)" alert from both the servers.

Was wondering, how did turning ON "Application Process Shutdown" alert fix this issue.Can anyone please let me know how these alerts work and what is considered as clean shutdown and unexpected shutdown.

Note: We tried this multiple times and got the same result.
