Want to schedule Incidents list report on daily basis for particular times. however the schedule button seems to be disabled to me, is it not possible at all or it something related to access rights?

the answer to your question is here:
The Create Schedule button is disabled for Dashlet based reports. You can create scheduled reports out of dashboards, not dashlets.

So, if you'd like to create a schedule for the Incident Dashboard:
- Open the Incident Dashboard in a New Dashboard
- Save the Dashboard on the Server
- Then click on the Dashboard -> Report -> Create Schedule
