We don't have for the time being a current user permission/dashboard restriction where this can be set.
I believe that the best option is to develop a chrome extension where at that URL/page/Title/etc that you want, you apply the css to make it "disappear" like I did in the example below:
the css element of display to none:

Thanks for sharing your dashboard example. In terms of product development it is not planned to introduce a feature to hide the timeselector since it is always intended to at least show the timeframe the dashboard was designed for, even if some tiles use a specific timeframe.
What i sometimes do for clarification is to give a specific title for a tile that uses a different TF than the dashboard:
