Form license compliance perspective we need to cascade this information to our local asset management team. Who will then facilitate the necessary access or will do the AppMon client installation on end users machine.

No license is required for the the AppMon Rich Client / Webstart Client and Portable Client because licensing is based on the agent/unit.
I would recommend you to use the Web UI instead of rich client to avoid the unnecessary load on the AppMon server and also there is an upper limit to use the rich client as per the sizing.

We are planning to introduce web UI to end users in next phase. Primary focus is to facilitate the rich client access.
However, I got the link from our on location support team. Just forwarded the same to internal Asset Management Team. Hoping to get positive response from them 🙂
