Is there a way to change evaluation timeframe of the default incident rule "Response Time Degraded"?

Hi

at a global level you cannot but at a lower one you can.

This alert feeds of the business transactions added to your application monitoring dashboard (top right hand side "monitor" link).

For each split you can modify the evaluation window. This was designed for business transactions which produce specific splits with less data than the others. Click on the cogwheel and select configure baseline. It will let you fine tune the settings.
