Monitor is getting failed with this error "getFileFromUrl method:FAILED : Retrieved dashboard report is not a XML type".
I am not sure from where this monitor is trying to pull data and getting failed due to the extension type which is not in XML.
Attaching logs and configuration setting for the same. Also would like to understand how this monitors works.

I don't have any experience with the Measure Availablitly Plugin but are you able to see that dashboard in your browser through the legacy REST interface? If so is the dashboard in XML format?
I guess you are facing this issue because of missed/ignored prerequisites to properly use the plugin e.g. you need to create a dashboard which captures some measure from each server which you are planning to monitor. Server is up when measure is present in the dashboard and down when measure cannot be retrieved from the server. Plugin will create dynamic availability measures which you can use for incident settings, charting, etc.

I am sorry for the Confusion, The dashboard name itself is "Measure availability". I found the solution for this issue but i need few details.
Whenever i am trying to acces web dashboard using 8020 portal its redirecting to 8021 which seems like the issue.

http://dynprdeu08:8020/rest/html/management/dashboards is working
The default port to access the web dashboard is 9911.
AppMon Web to Frontend Server 9911 (HTTPS) Port on which browser-based dashboards
get their data. e.g. you can access the web dashboards https://dynprdeu08:9911
Browser to Server 8020 (HTTP) 8021 (HTTPS) are used for 'Web interface for RESTful Server administration, to start the Webstart Client'.
You can check/configure all the default from the Settings > dynatrace server > services.
