Measure consecutive errors PSD2 reporting

Hi, we are tasked with trying to have AppMon, and then later on Dynatrace Managed to be able to report on the following EBA requirement for PSD2

"The application is considered down, when five consecutive
calls fails within 30 seconds. The percentage down time is measured in the
number of seconds the service is considered down within 24 hours."

Does anybody have a good idea on how this could be done, and if it is indeed possible?
