We are creating new performance warehouse using Oracle 12. In order to that our DB requires some data, I have tried finding all the details on the site or in the document but there is hardly anything on PWH.

Detail the database purging policy which will be
carried out for the database.
During a cleanup task old
dynamic measures will be deleted from the Performance Warehouse. Technically
speaking: Each dynamic measure for which no new measurements have been
received as long as the duration of the mid resolution will be purged from
the Performance Warehouse. Activating this functionality helps to clean up
unused measures in case of measure explosions or misconfigurations.
Confirmation on partitioning feature is used in
this database.

You can find almost all the information from the Performance Warehouse, Performance Warehouse Administration and the Server and Performance Warehouse Best Practices

Below is an example of 'Default Char Set utf8':

Test Connection reports that the database is fully utf16 capable, but the default char set of the database is set to utf8 (or a different single-byte char set).

The utf16 capability test is very simple. AppMon creates a temporary table. It writes strings from the "upper" sections of the Java char set into this table and reads them out. If the strings are equal, the Performance Warehouse stores every string (measure names, session names, etc.) and does not lose information.
