I have created a BT and Measure to split on a value within the cookie. When I examine the results from this in the BT Dashboard, it is only showing one row with <...> for splittings. What is interesting is that if I save the session (to play around with this config), I can get the splittings to work as expected by "Process Configuration Changes" on the saved session.... without making any changes what-so-ever.

What splitting options do you have configured in the business transaction and what type of measure are you splitting on? The <...> is displayed during a learning period. When you have an offline session all of the data is already in there so there's no need for a learning period.
Give it time and you should start seeing more actual values in the live session.

This is a really simple BT using just one splitting measure (web request - header value) looking at the cookie header field and using transformation regex to return the string value. This all works and has been tested extensively. As mentioned, everything works perfectly when the stored session is re-processed.
I left this BT in place overnight and still had the same result the next day. I thought that should be plenty of time for the "learning".
What are the splitting options set as - in the BT configuration there's a button near the bottom section where you set whether you want to aggregate/get the most frequent/ get the top x/ etc...
How many possible values do you expect for the header? 10s, 100s, 1000s?
