You certainly can show User Actions in a report. If you open the user action dashlet in a blank dashboard you can select the timeframe of your choice then right click on the dashboard name and select report. In the report section you can configure the output directory, the type of report among other options. You can then generate the report on the spot to ensure that it is what you are looking for.
If you want to have a report generated on a schedule, you can save the dashboard then right click and in the report section select "create schedule" to allow it to run automatically. From there you can also have it emailed to various people.

The "User Action" dashlet can be added to any Dashboard in the Rich Client executable and you can right-click on the dashboard's name in the top-right to generate a "Report" on this data.
