You can create the file and upload it to the new server at the same time, in this case you would run the command on the old server and specify the new server in the path -targetArchiveDir "<
ARCHIVE_DIR>". Note is not recommended to do the migration directly (to skip creating the file and putting the old configuration to the new configruation). The migration tool output will auto generate a file that ends in .dtma
Depending on permissions it may just be easier to copy the output to the new host.
scp -3 user@server1:/path/to/file user@server2:/path/to/file

As @Shane K. already mentioned about the recommended way to migrate.
There is no harm to archive on your old server and then copy that achieve anywhere on your new server and use the following command to migrate.
