Have you tried to reinstall one agent?
install.log very helpful in such cases. Also, at 99% re-installation fixes any connectivity\ permissions issues.
Also, you can try to find any errors in ruxitagent_host_* log in %PROGRAMDATA%\dynatrace\oneagent\log
Thanks @Romanenkov_Al3x , Yes honestly I've suggested to the Server admin that I'll re-install Dynatrace OneAgent tomorrow morning.
