Is self healing capabilities supported with Azure Services?

For example, if you consider Azure's MySQL managed service, in a scenario where the number of active connections to the server exceeds the server allowed user connection count, can Dynatrace detect this and perform auto remediation by increasing the server allowed user connection count?

Dynatrace cannot do the auto remediation. You can however integrate with a 3rd party solution such as Ansible and pass along the alert, where then a playbook would run the remediation and therefore resolve the issue at hand.
