Could you details a recommended upgrade policy of :
Dynatrace Server binaries ?
Dynatrace Security Gateways ?
Agents ?
Do you suggest to backup VMs before updating binaries or is it better to restore only binaries without historical data ?

How you do backups we leave it to you. With Dynatrace Managed you can set up centralized backups of your monitored data. This will help you to restore the cluster in case the cluster will crash. Shouldn't happen, though.
Before upgrade, all binaries are being backed up in case if issue and the restored to the previous version. After successful upgrade, binaries backup is removed.
If you prefer to do VM snapshots - that is fine as well.

Public Security Gateway which resides on a cluster node is being upgraded automatically together with a cluster.
Public Managed Security Gateway and Private Security Gateway need to be updated manually.
We will have auto-update mechanism for these too, soon. Look forward to product updates!
