Can someone help on how to setup the email notification when the Web Application encounters a downtime?

Hi @abnerlusung ,
Dynatrace would auto-detect any anomaly within your application and it would raise problems out of the box. Once the problem is raised, you can then receive a notification based on those problems that are raised.
The following document would be able to help you with more details regarding the same:
Hope this helps.
While Dynatrace will report on errors, low user traffic etc... for an application and such, I feel that a synthetic monitor would provide you with exactly what you are looking for. Synthetic Monitors and RUM go hand in hand and complement each other. If you have a Synthetic set up testing "Google.com" then you will be alerted at the time the synthetic fails thus signaling an outage from the region/location in which it is being tested. This will also provide you with the coveted "Availability" from the end users perspective as the synthetic is a robotic user in which you trigger to test your endpoint(s).
