What are the minimum requirements (load, actions / minute, or uptime) for "baselining"?

The general rule is: The higher the load and the larger the deviation – the faster the alert.
Typically we need about 5 requests/ minute to be able to alert on response time degradations.
An error rate increase can be detected with even less load on the application, in the likely situation that the typical error rate of the monitored application is close to zero.
