I'm with a Managed infrastructure. Should I need a Public Gateway with a internet public URL or/and a public URL linked to the Cluster to access the WebGUI ?

Our ServiceNow integration app has to access the Dynatrace API. In case of Dynatrace SaaS thats possible directly. In case of your Dynatrace Managed installation the Dynatrace server is running within your own data center.
So there are multiple possibilities:
- Open the access to your Dynatrace Server from Internet
- Use a Public Security Gateway, open your Firewall to let ServiceNow access the PSG from Internet and the PSG will relay all Dynatrace API calls to your Dynatrace Server.
