Fix BulkInsert issues without service restart

Hi

Every now and again, the BulkInsert loading of data into remote SQL stops working and the CAS reverts to slow inserts. The fix for this is to restart the CAS service and BulkInsert then starts working again.

The question I have is:

Is there a way to get the CAS to restart doing BulkInsert without having to restart CAS, which by its very nature means the DCRUM service for our users is unavailable during the restart.
