Server is currently incapable of changing capacity settings due to memory / performance problems

Yesterday we had an alert saying: "Sites cache limit has been exceeded. There are 20000 sites in the cache, limit is set to 20000(20000)."
As displays on picture 001

After that we went to capacity status and increase the capacity from 20000 to 50000.
The alert disappear but a new one appears: "Server is currently incapable of changing capacity settings due to memory / performance problems"

We check the server memory and processing status, after we made the changes, everything continuous stable (under 45% of memory consumption total),

We decrease the value of the configuration, because as we investigate, the information says that we have to increase those values gradually and check the memory / processing behavior. We restart the service but the message do not disappear..

But we don't want to dis-activate this alerts generation, we want to solve the issue.

Go to http://CAS/DiagConsole#/capacityprops and change Ignore capability recommendations to ON value.

I am still getting this message in version 17. Is this per design?
