We have configured a alert, it sends an notification when it exceeds bench mark 200%... but here we need to configure one more alert when its come to below 200%.Is there any possibility to create such alert?
Yes, it is possible to create such alert in NAM. In fact configuration is very similar to alert handling case of exceeding 200% threshold. I don't know which version of NAM do you have, so here is example configuration of alert to be triggered when volume for Software service HTTP drops below 200% of baseline in two versions, one created with NAM 2018/2019 and another one created with DC RUM 17

You can use two separate alerts with conditions: "value is more than 200% of baseline" in 1st and "value is less than 200% of baseline" in 2nd, but I think there is easier way to achieve the same goal. How about adding condition for Cancel event in your first alert instead of creating two alerts? Something like this:
My advice would be to start with such configuration and maybe do some experiments (perhaps you don't need reissues or you want them less often ?)

By the way, I wanted to encourage you to migration to NAM 2019, there were plenty of improvements there, in particular in alerting area. I'm pretty sure that your work will be much easier with NAM 2019
In such case, the idea which you suggested previously, two separate alerts seems to be the best solution. One alert for being above 200%, another one for being below 200% and the same, simple version of propagation settings:
