Can Dynatrace be used to monitoring Mobile Application Developed using Rhomobile/RHODES framework ?

I don't know the RhoMobile Suit but it looks like a hybrid solution similar to what we support with the cordova plugin. While we do not have out of the box support for this it might be possible to try it with thy hybrid approach manually, without the use of the cordova plugin.
