Is it possible to continue sending mail during an incident and then stop when the incident is over?
You have a URL monitor, when it exceeds a certain ResponseCompleteTime threshold you want it to start sending emails. It should then continue sending emails until the Incident is finished, and when the Incident is finished it should send an OK again.
Is this possible?

No that's not possible. If you need such features I would advise to create an integration with an external incident management tool such as PagerDuty, OpsGenie or VictorOps.
