Dynatrace Davis VoiceOps Alexa requirements, whatare the other VoiceOps options if we dont have Amazon echo account.

do we need Alexa account and App on the mobile device to sent voice commands ?

In terms of VoiceOps options, there is the Davis web app and the Alexa skill. See links below on setup of both
