How is the CPU Usage Compute?

In this particular screenshot, how does the CPU Usage even is 100% when all other are so low? I just don't get it.

Can anyone share some insight with me?

I understand what CPU Idle, User, System and I/O waut are, I just don't understand how the usage can be 100%

In generał it’s not computed but’ read directly from OS. But indeed, looks strange
