I was unable to start the Dynatrace associate exam because of connectivity, did I miss the exam? What should I do? Will I have to pay another $ 200 exam?

As said Rastislav, contact with university. In general you should check technical requirements (there is tool for that) before exam. Option to start again is mostly when you loose connection during exam. You should contact them on phone or via chat and point your issues. If it is their fault maybe you will be able to get new schedule but you should contact them and explain situation.
