Identify the Zero or Minimal Activity Host in list of onboarded servers

We are looking for a solution to identify the Zero or minimal activity hosts in the large number of enterprise environment. Is there any unique metric or parameter to isolate such hosts from the large pool of hosts.

Ask is, in a pool of connected hosts Is there a way or metric which we can find it out Zero activity server or Minimal activity server.

As we have tried the infrastructure metrics, though it was not defining any pattern to identify that.
