Is there any way to propagate service layer tag to application layer?
Or, maybe from application layer propagate to service later would be fine as well.

Unfortunately not, there are no automatic tag rules for application right now. Application can be tagged manually. I think it's separated because of option for agentless rum monitoring, where services are unavailable.
