I have a few SLOs created with target/warning levels but as of now, no way to get notified when any of the SLOs exceed either threshold leaving me to wonder how is this useful for me if I have to go into Dynatrace to look at SLOs. We have hundreds of PCF apps that we plan on creating SLOs for but before I get started on that, I need to understand whether there is any action like "email team" when an SLO exceeds a threshold.

Yes of course. First you need to create an alerting profile (based on a management zone, management zone can be an application related zone or more application related zone) and then a problem notification integration (eg. e-mail or ServiceNow incident) with the alerting profile.
