When you create a new budget or save a pre-made budget the message gets cut off and has a 250 character limit.

I don't think it's a "bug".
It is very common for text fields from the UI part to have a limit of 200 to 250 characters for saving.

Maybe you can register it as a "Product idea", for future improvement, and so they can extend the save length in the message field.

I think more of a bug because the default message that Dynatrace provides is > 250 chars. So when you re-save their default out of the box budget messages it gets cut off.
