When defining SSO you should be able to leave the configuration disabled and save it at the end

Hello.

We are looking to enable SSO, but we have to coordinate the technical aspects along with the communication to the end users.  We got to the end of the SSO definition and did not want to enable it at this time, but there was not way to do that ... we had to abandon the configuration until we were ready to implement, or enable, then go right back in and disable it until we want to roll it out.  It would be nice to be able to have a single toggle to enable it when we want to instead of having to go back through the SSO definition process again, because we could not save it previously.  Not the end of the world, but it would make things simpler if we could do something like this.
