Is there any way to copy, in one step, all Request naming rules from service "A" to service "B" ?

From GUI not but you can use simple script that may do it for you using configuration API

I believe the API you reference is for global request naming rules, while OP would like to copy service-specific naming rules from one service to another, something I am also struggling to find.
