Synthetic-related tag cleanup in the forums

Dear Community,

As our Synthetic Monitoring has been a hot topic recently, we decided to cleanup the tags around it:

• synthetic monitoring and synthetic monitors have been merged into synthetic monitoring
• http monitors tag already exists
• browser monitors tag has been reactivated 🙂
• synthetic locations tag has been created

We hope this will help to filter questions and product ideas out more accurately.
