The plugin only needs one repository (the "repository" block from the "buildscript"), but it automatically adds the agent as dependency. You (or the customer) has to ensure that Gradle can resolve the agent dependency by providing the correct repository. The following screenshot shows which repository block is used by Gradle for the plugin and agent:
