I've noticed, that the hardware requirements for Dynatrace Managed have been "silently" updated 2 weeks ago and the RAM requirements have been significantly increased (2x) for existing sizings.

To your second point, running multiple Clusters with 32 GB RAM nodes I can say that there is no warning RAM warning yet. Although with 32 GB they now are technically Trial nodes under the new hardware specs, they still show as small.
I would be interested in answers to the other questions as well.
I think I've seen a warning event (in the CMC) of insufficient hardware if the node was below minimal spec (8GB RAM at that time). However in recent versions the hardware check happens at the installation time, so you won't be able to install the node anyway.
I did a clean install with 32 GB nodes after the change, so it should still work. I'm sure someone can shed some light on the current situation.

nodes. For more reliable numbers we have to collect specific customer
requirements and go through a proper sizing process. It is true we
recommend now twice the size of RAM but at the same time also updated
the number of hosts monitored and required disk space to better reflect
real-world scenarios. Such numbers are subject to change and we are
