Oracle extension is covering this.

If what you are looking for is missing, I would suggest you raising a product idea. And you can create your own extension as well.

@AntonPineiro unfortunately this works in SaaS only as you need the databases app to view them. Only way of having that is the legacy (probably soon to be decommissioned) Oracle Database Insights. The Oracle Extension indeed has the capability of getting execution plans, but you don't have the user interface to download and view them.
